I fulfilled this Want with one of Caliente sisters, don't remember which one and that game is long deleted. I tried to age townies up, but they won't. Man, that was EXHAUSTING! It reminds me of a Vegas couple who WooHooed everyday for three months straight and wrote a book about it. I restarted and Chase Romance (what a fitting name) already WooHooed eleven Sims before graduating from university. Oh and excuse any errors, it's 10 to 4am so my brain is a bit wonky. If you are finding it hard to meet townies maybe age him/her down and send them to uni first to meet enough people and then start them off as adults. Noone was safe.the good thing with InSim is you can summon anyone to the lot and as long as it's not really late they Sim in question will probably stick around long enough to be greated. If she met townies who were kids I'd age them up and have her woo-hoo them. I did have to use money cheats though because she couldn't work plus she also woo=hooed the hired help. I did this once back when I had InSim, all my sim had to do was talk to a sim and then she'd go home and I'd have her call the sim up.while they chat I use the relationtions cheat and set them as best friends.then invite over, quick woohoo and kick them out.
